Adsense doesn’t use CPA ads, the ads provided by Adsense are CPC or Impression Ads, not CPA – those are usually affiliate type ads. If that’s the kind of ads you want, then you need to apply for Google Affiliate Network. You need an adsense account to use GAN because they pay you through your adsense account. If you use blogger, then you can apply for Amazon ads through blogger, as they are (I believe) CPA. But amazon ads are nothing to do with adsense.

CPM is better for establishing brand presence. CPC is better for almost everything else. The word “action” is a little bit confusing. as i read in the website you gave, action is almost similar with sell. so it is actually pay per sell. Since i have my own pay per click search engine, i know for sure to implement this is difficult. because the company should know the return code to know that the sell have been made. So probably the merchant should work together to provide this (i don’t know what kind of system they have created) probably as you mention, it actually use affiliate network.
